| Περιγραφή: | The article examines modern information-analytical and organizational methods used in law enforcement activities in Ukraine in the context of the transformation of the security system, the implementation of European standards of law and order and the growth of the level of social challenges. The information-analytical component of the activities of law enforcement agencies is defined as a set of interrelated measures for the collection, verification, systematization, processing, analysis and storage of data necessary for the formation of substantiated management decisions, timely response to offenses and the development of effective strategies for combating crime. Considerable attention is paid to the use of modern information technologies, automated databases, artificial intelligence systems, geoinformation resources and criminological analysis as tools for increasing the effectiveness of the activities of the police, prosecutor’s office, State Bureau of Investigation and other security sector entities. Organizational methods are considered as a set of management decisions that cover planning, coordination, control and assessment of the effectiveness of official activities, ensure the streamlining of work, rational allocation of resources, the development of interdepartmental interaction and compliance with the principles of legality and transparency. Particular emphasis is placed on the importance of increasing the role of management culture in the activities of law enforcement agencies, the formation of unified management standards and the creation of conditions for establishing effective communication between various service structures. Such methods are aimed not only at ensuring the stability of the system, but also at its adaptation to new challenges, in particular those related to transnational crime, cyber threats and hybrid forms of offenses. It is emphasized that the combination of information-analytical and organizational methods is a key factor in the formation of a comprehensive model of effective law enforcement activities. On the one hand, it ensures the accumulation, analysis and forecasting based on reliable data, and on the other hand, it creates conditions for clear coordination of management decisions and strengthening their practical implementation. An important direction remains the integration of domestic practices in the field of law enforcement with international approaches and standards, which will contribute to strengthening the institutional capacity of law enforcement agencies and the formation of a sustainable model of guaranteeing national security. У статті розглядаються сучасні інформаційно-аналітичні та організаційні методи, що застосо- вуються у правоохоронній діяльності України в умовах трансформації системи безпеки, впрова- дження європейських стандартів правопорядку та зростання рівня суспільних викликів. Інфор- маційно-аналітична складова діяльності правоохоронних органів визначається як комплекс взає- мопов’язаних заходів зі збору, перевірки, систематизації, обробки, аналізу та збереження даних, необхідних для формування обґрунтованих управлінських рішень, своєчасного реагування на правопорушення та розробки ефективних стратегій протидії злочинності. Значну увагу приділено використанню сучасних інформаційних технологій, автоматизованих баз даних, систем штучного інтелекту, геоінформаційних ресурсів та кримінологічного аналізу як інструментів підвищення результативності діяльності поліції, прокуратури, ДБР та інших суб’єктів сектору безпеки. Організаційні методи розглядаються як комплекс управлінських рішень, що охоплюють пла- нування, координацію, контроль та оцінку ефективності службової діяльності, забезпечують упо- рядкування роботи, раціональний розподіл ресурсів, розвиток міжвідомчої взаємодії та дотри- мання принципів законності й прозорості. Окремий акцент зроблено на важливості підвищення ролі управлінської культури в діяльності правоохоронних органів, формуванні єдиних стандартів управління та створенні умов для налагодження ефективної комунікації між різними службовими структурами. Такі методи спрямовані не лише на забезпечення стабільності функціонування сис- теми, а й на її адаптацію до нових викликів, зокрема пов’язаних із транснаціональною злочинні- стю, кіберзагрозами та гібридними формами правопорушень. Наголошується, що поєднання інформаційно-аналітичних та організаційних методів є клю- човим чинником у формуванні комплексної моделі ефективної правоохоронної діяльності. З од- ного боку, воно забезпечує накопичення, аналіз і прогнозування на основі достовірних даних, а з іншого – створює умови для чіткої координації управлінських рішень та посилення їх прак- тичної реалізації. Важливим напрямом залишається інтеграція вітчизняних практик у сфері за- безпечення правопорядку із міжнародними підходами та стандартами, що сприятиме зміцненню інституційної спроможності правоохоронних органів і формуванню стійкої моделі гарантування національної безпеки. |
