| Περιγραφή: | The article is devoted to the study of financial support for scientific and scientific-technical activities in Ukraine as a priority direction of state policy in the face of modern challenges and threats. The article analyzes regulatory legal acts, as well as doctrinal developments of scientists on financial support for scientific and scientific-technical activities in Ukraine. The author analyzed statistical data of the State Statistics Service of Ukraine on expenditures for scientific research and development by type of work during 2010-2024. Statistical data on financing of scientific research and development in the countries of the European Union were studied. It is proved that the current state of financing of science in Ukraine has a number of problematic aspects that affect the development of scientific research, the competitiveness of the country in the global scientific space. The key problematic aspects remain: low volume of state funding, compared to the countries of the European Union, low level of financial support for scientists, insufficient development of grant and competition mechanisms, insufficient interaction of science with business, lack of a long-term financing strategy. The author emphasizes the need for a comprehensive reform of financial support for scientific and scientific-technical activities in Ukraine by increasing state funding and gradually approaching the target of 1.7 % of GDP, stimulating private investment, introducing transparent grant mechanisms, supporting young scientists with scholarships, grants and grants, and integrating into the European scientific space through Ukraine’s participation in international scientific programs. The emphasis was placed on rethinking approaches to financial support for scientific and scientific and technical activities, as well as developing a new financing model that will contribute to the growth of science funding, the formation of a modern scientific environment, the stimulation of innovative activities, and the support of the most promising projects that can influence the development of the economy and society. It is argued that changing the priority areas of science financing in Ukraine requires updating the regulatory and legal support for scientific and scientific-technical activities in Ukraine, adapting it to the law of the European Union. Статтю присвячено вивченню фінансового забезпечення наукової та науково-технічної діяль- ності в Україні як пріоритетному напряму державної політики в умовах сучасних викликів та загроз. У статті здійснюється аналіз нормативно-правових актів, а також доктринальних розробок науковців щодо фінансового забезпечення наукової та науково-технічної діяльності в Україні. Ав- тором проаналізовано статистичні дані Державної служби статистики України щодо витрат на на- укові дослідження і розробки за видами робіт протягом 2010-2024 років. Досліджено статистичні дані фінансування наукових досліджень та розробок в країнами Європейського Cоюзу. Доведено, що сучасний стан фінансування науки в Україні має низку проблемних аспектів, що впливають на розвиток наукових досліджень, конкурентоспроможність країни у світовому науковому просторі. Ключовими проблемними аспектами залишаються: низький обсяг держав- ного фінансування, порівняно із країнами Європейського Союзу, низький рівень фінансового забезпечення науковців, недостатній розвиток грантових та конкурсних механізмів, недостатня взаємодія науки з бізнесом, відсутність довгострокової стратегії фінансування. Автором на- голошено на необхідності комплексного реформування фінансового забезпечення наукової та науково-технічної діяльності в Україні через підвищення державного фінансування та посту- пового наближення до цільового показника 1,7 % ВВП, стимулювання приватних інвестицій, впровадження прозорих грантових механізмів, підтримку молодих вчених стипендіями, над- бавками та грантами, інтеграцію в європейський науковий простір через залучення України до міжнародних наукових програм. Наголошено на переосмисленні підходів щодо фінансового забезпечення наукової та науково-технічної діяльності, а також розробці нової моделі фінансу- вання, що сприятиме зростанню фінансування науки, формуванню сучасного наукового сере- довища, стимулюванню інноваційної діяльності і підтримці найперспективніших проектів, які зможуть впливати на розвиток економіки й суспільства. Аргументовано, що зміна пріоритетних напрямів фінансування науки в Україні потребує оновлення нормативно-правового забезпечен- ня наукової та науково-технічної діяльності в Україні, його адаптації до права Європейського Союзу. |
