Περιγραφή: Problem setting. The issue of social protection of internally displaced persons is very topical. As at 3 September 2018, there are 1.52 million of internally displaced persons registered; the number is regarded as rather high. This problem is of great importance because of the occupation of the territories in Donetsk, Luhansk and the Autonomous Republic of Crimea. Recent research and publications analysis. Both foreign and Ukrainian scholars have been exploring the subject of ensuring the legal and social protection of internally displaced persons, i.e. K. Bran, H. Hudvin-Hill, Zh. Zayonchkovska, E. Muni, V. Potapova, T. Khammar, A. Yastrebova, I. Vasylenko, O. Vynohradova, I. Harna, Ye. Herasymenko, I. Kovalyshyn, O. Makarova, O. Malynovska, Ye. Mykytenko, M. Romaniuk. Despite that fact, this issue is still topical now.Highlighting previously unsettled parts of the general problem. The analysis of the problem concerning the social protection of internally displaced persons in the context of ensuring the right to education is performed and the main approaches to its solution are highlighted.Paper main body. According to the Law of Ukraine “On ensuring the rights and freedoms of internally displaced persons” it is defined that “an internally displaced person is a citizen of Ukraine, a foreigner or a stateless person, who is legally in the territory of Ukraine and has the right to permanent residence in Ukraine, which was forced to leave his place of residence as a result or in order to avoid the negative consequences of an armed conflict, temporary occupation, widespread manifestations of violence, human rights violations and natural or man-made emergencies”. It is mentioned that the certain amount of current statutory instruments guarantee the legal and social protection of internally displaced persons.The main approaches to the definition of the notion “social protection” are analyzed. The attention is paid to the fact that social protection cannot consist of only financial payments and benefits in order to get some services, on the contrary, it is a system of actions oriented to persons’ fulfilling life, and so it embraces the following social infrastructure branches: education, health protection, public transport, municipal housing and environmental protection.The problem of ensuring the right to education of internally displaced persons is one of the central issues of their social protection. Approximately 17% of internally displaced persons stand for children, who changed their place of residence and had witnessed the horrors of war. Thus, children experience great social, psychological and emotional difficulties. Consequently, both the psychological support and the adaptation to new conditions of the studying process are of great importance and necessity. Besides, one of the most significant roles in the process of adaptation belongs to parents, teachers, classmates (or groupmates).The majority of internally displaced children from the territories under occupation are Russian-speaking ones. Therefore, they face the language problem during the forced migration. It means that the mechanism of efficient Ukrainian studying of internally displaced children should be developed. Such actions may include extracurricular activities based on learning Ukrainian language, the usage of bilingual didactic materials (in Ukrainian and Russian), the introduction of communicative dialogues in Ukrainian etc.Nowadays in the country, there have been successfully established and function educational centres “Crimea – Ukraine” and “Donbas – Ukraine”, due to which the prospective students from the territories under occupation enter the Ukrainian universities using the simplified procedure. The mechanism and elements of social protection of internally displaced persons in the context of ensuring the right to education are social scholarships, obtaining textbooks without payment, free access to the Internet and systems of the database at the state and municipal educational establishments.Conclusions of the research and prospects for further studies. To summarize, the problems of internally displaced persons are still urgent. And ensuring the right to education is one of them. The state guarantees an equal access to education for internally displaced persons. The consistency of actions of public authorities, social and psychological services and also educational establishments ensure the aforementioned guarantee.
Порушено проблему соціального захисту внутрішньо переміщених осіб. Зазначено, що ця проблема набула значущості через окупацію територій Донецької, Луганської областей та Автономної Республіки Крим. Наведено статистику щодо вимушених переселенців в Україні. Акцентовано увагу, що значну кількість внутрішньо переміщених осіб становлять діти. Проаналізовано основні підходи до забезпечення соціального захисту дітей. Описано механізм забезпечення соціальної адаптації дітей-переселенців. Висвітлено основні складнощі, які виникають при реалізації права на освіту внутрішньо переміщених осіб, та окреслено шляхи їх подолання.
