| Description: | The article examines a range of conflicts emerging in the legislative sphere due to the application of artificial intelligence (AI) technologies, particularly within lawmaking, public administration, and law enforcement processes. The authors systematize these conflicts across different levels — interpersonal, institutional, systemic, and international — and specifically identify those that are unique to AI, rather than merely stemming from general automation. Particularattention is paid to the unique characteristics of AI, such as self-learning, the “black box” problem, generation of new content, adaptability, and autonomy, which give rise to novel legal challenges. Within this context, the article introduces a new scientific paradigm — AI conflictology—focused on studying specific forms of socio-legal conflicts that arise exclusively due to the unique properties of intelligent systems. Based on this analysis, a set of seven structured prompts is proposed for identifying potentially conflict-prone provisions in draft legislation. Each prompt is constructed according to a no-code programming framework, incorporating formalized logical primitives: “Condition”, “Loop”, and “Function”. This approach enables the transformation of natural language into a tool for systematic legal oversight. Examples of applying these prompts to real-world documents, including a draft law by the Ukrainian Students' League and the “White Paper on AI Regulation in Ukraine” are provided, confirming the practical value of the proposed methodology. The result is a comprehensive system of parliamentary oversight over AI, grounded in semantic engineering and transparent logical constructs. У статті розглядається комплекс конфліктів, що виникають у нормативно-правовій, особливо законодавчій сфері внаслідок застосування технологій штучного інтелекту (ШІ), зокрема в процесах правотворчості, державного управління та правозастосування. Автори систематизують ці конфлікти за рівнями — міжособистісним, інституційним, системним та міжнародним — і виділяють ті з них, які є специфічними саме для ШІ, а не просто для автоматизації. Особлива увага приділяється таким унікальним характеристикам ШІ, як самонавчання, “чорний ящик”, генерація нового змісту, адаптивність та автономність, які породжують нові правові виклики. У контексті цих викликів у статті розкривається нова наукова парадигма — конфліктологія ШІ, яка фокусується на вивченні специфічних форм соціально-правових конфліктів, що виникають виключно через унікальні властивості інтелектуальних систем. На основі цього аналізу пропонується набір семи структурованих промптів для виявлення потенційно конфліктогенних норм у законопроєктах. Кожен промпт побудований відповідно до фреймворку безкодового програмування, що включає формалізовані логічні примітиви: “Умова”, “Цикл” та “Функція”. Цей підхід дозволяє перетворити природну мову на інструмент системного правового контролю. Наведено приклади застосування промптів до реальних документів, зокрема законопроєкту Української студентської ліги та “Білої книги з регулювання ШІ в Україні”, що підтверджує практичну цінність запропонованої методології. Результатом є комплексна система парламентського контролю за ШІ, заснована на семантичному інжинірингу та прозорих логічних конструкціях. |
