| Περιγραφή: | The article carries out a comprehensive study of public administration tools in the system of management of the development of territorial communities, taking into account modern conceptual approaches, practical challenges and transformational trends. Key scientific approaches to understanding the essence of public administration and its functional principles are analyzed. The work considers a regulatory act as one of the basic tools for formalizing policy at the local level, as well as the concept of a social contract as a mechanism for coordinating the interests of local authorities and the public in democratic governance. Attention is also paid to planning as a systemic tool for coordinating actions in the field of strategic community development, which is of particular importance in the context of the war and post-war period, when coordinated and flexible management decisions are required. The final emphasis is placed on the potential of e-government as a modern digital tool for increasing openness, transparency and inclusiveness of management processes, as well as increasing the efficiency of communications with the public. Summarizing the results of the study, it is emphasized that the public administration system in managing the development of territorial communities is multi-level, multi-instrumental and dynamic. It encompasses regulatory, organizational, financial and digital mechanisms, which together create the potential for implementing sustainable development strategies at the local level. At the same time, the current security context caused by the full-scale armed aggression against Ukraine is significantly changing the parameters of administration, putting forward new requirements for flexibility, adaptability and crisis competence of government bodies. Under such conditions, the need for further scientific understanding of the effectiveness and transformation of public administration instruments becomes particularly important, taking into account the challenges of instability, limited resources and increased demand for effectiveness. Research on best practices at the national and international levels, their adaptation to Ukrainian conditions in order to increase the sustainability and innovative capacity of the local government system in the war and post-war periods is promising. У статті здійснено комплексне дослідження інструментів публічного адміністрування в системі управління розвитком територіальних громад з урахуванням сучасних концептуальних підходів, практичних викликів та трансформаційних тенденцій. Проаналізовано ключові наукові підходи до розуміння сутності публічного адміністрування та його функціональних засад. У межах роботи розглянуто нормативний акт як один із базових інструментів формалізації політики на місцевому рівні, а також концепт суспільного договору як механізм узгодження інтересів місцевої влади та громадськості в умовах демократичного врядування. Увагу також приділено плануванню як системному інструменту координації дій у сфері стратегічного розвитку громад, що набуває особливого значення в контексті воєнного та післявоєнного періоду, коли потрібні скоординовані та гнучкі управлінські рішення. Завершальний акцент зроблено на потенціалі електронного урядування як сучасного цифрового інструменту для посилення відкритості, прозорості та інклюзивності управлінських процесів, а також підвищення ефективності комунікацій із громадськістю. Узагальнюючи результати дослідження, підкреслено, що система публічного адміністрування в управлінні розвитком територіальних громад є багаторівневою, поліінструментальною та динамічною. Вона охоплює нормативно-правові, організаційні, фінансові та цифрові механізми, які в сукупності створюють потенціал для реалізації стратегій сталого розвитку на місцевому рівні. Водночас актуальний безпековий контекст, спричинений повномасштабною збройною агресією проти України, істотно змінює параметри адміністрування, висуваючи нові вимоги до гнучкості, адаптивності та кризової компетентності органів влади. За таких умов особливої ваги набуває необхідність подальшого наукового осмислення ефективності та трансформації інструментів публічного адміністрування, з урахуванням викликів нестабільності, обмеженості ресурсів та посиленого запиту на результативність. Перспективними є дослідження найкращих практик на національному та міжнародному рівнях, їх адаптація до українських умов із метою підвищення стійкості та інноваційної спроможності системи місцевого врядування у воєнний та післявоєнний періоди. |
