| Description: | The article examines the specifics of the functioning of urban agglomerations of Ukraine under martial law, with a special emphasis on the transformation of economic activity and the development of human capital. Urban agglomerations traditionally play the role of an engine of economic growth, centers of innovation and the formation of labor resources. However, in conditions of armed conflict, their role is significantly complicated due to increased demographic pressure, destruction of infrastructure, security risks and changes in the socio-economic profile of the population. In this context, it becomes important to study the mechanisms of adaptation of agglomerations to new challenges, in particular through the prism of activating human capital, which remains a key resource for economic recovery. The article analyzes the dynamics of economic activity in key Ukrainian agglomerations - Kyiv, Lviv, Dnipro, Kharkiv - in the period since the beginning of the full-scale invasion. Special attention is paid to the processes of internal business relocation, adaptation of labor resources, development of the IT sector and educational initiatives in the new conditions. Examples of effective integration of internally displaced persons into local economies, activation of small and medium-sized businesses, as well as the launch of retraining and distance education programs, which were a response to structural changes in the labor market, are given. The role of institutional interaction between local governments, civil society, and business in creating conditions for the preservation and development of human capital is separately highlighted. In particular, the practices of digitalization of administrative services, support for local startups, municipal vocational education programs for IDPs, and initiatives in the field of psycho-emotional resilience of the population are considered. The practical value of the article lies in the formulation of recommendations for supporting human capital as a driving force for the resilience of urban agglomerations. Among them: creating conditions for continuous learning and digital transformation of education, developing municipal platforms for employment and entrepreneurship, supporting social capital institutions, and integrating strategic human potential management approaches into post-war recovery plans. Статтю присвячено аналізу розвитку міських агломерацій України в умовах дії військового стану з акцентом на економічну активність та людський капітал як ключовий ресурс стійкості. У роботі розкрито динаміку змін в економічному просторі агломерацій, зумовлену факторами внутрішньої міграції, зростанням навантаження на соціальну інфраструктуру, релокацією бізнесу та змінами у структурі ринку праці. Значну увагу приділено процесам інтеграції внутрішньо переміщених осіб у локальні економіки, розвитку підприємницьких ініціатив, цифровізації управління та інституційної взаємодії муніципалітетів із громадським сектором. У статті також проаналізовано роль освітніх та перекваліфікаційних програм у підтримці людського капіталу в агломераційних центрах, що стали хабами соціальної та економічної адаптації. Автори доводять, що в умовах тривалої кризи саме розвиток людського капіталу є фактором, який не лише забезпечує функціональність міських систем, а й формує потенціал для їхнього повоєнного відновлення. Зроблено висновок про необхідність стратегічного управління людським потенціалом в агломераціях як інструменту регіонального розвитку та підвищення стійкості економіки. |
