| Περιγραφή: | This article discusses the issue of operability of regulatory information. This refers to free, guaranteed and chargeless access of citizens to the regulatory and legal information of public authorities in order to collect, process, store, protect, disseminate and use both in the interests of society and in their own, as well as develop and send proposals to public authorities. for consideration and decision. Discloses the principles of access to this information, as well as the types of material carriers of this information. It is concluded that in order to ensure the operability of regulatory information, it is necessary to create a consolidated system of regulatory information in the state, which is advisable to create on the basis of the Legislation web portal of the Verkhovna Rada of Ukraine, since almost all the regulatory legal acts of the state and international acts, with the exception of regulatory legal acts of regional public bodies. The above can ensure the effective participation of citizens in the management of public affairs. В даній статті досліджується питання про операбельність нормативно-правової інформації. Мова йде про вільний, гарантований і безоплатний доступ громадян до нормативно-правової інформації органів публічної влади з метою її збору, обробки, зберігання, захисту, поширення та використання як в інтересах суспільства, так і у своїх власних, а також напрацювання та направлення пропозицій публічним органам для розгляду і прийняття рішення. Розкрито принципи доступу до згаданої інформації, а також види матеріальних носіїв даної інформації. Робиться висновок, що для забезпечення операбельності нормативно-правової інформації є необхідним створення в державі консолідованої системи нормативно-правової інформації, яку доцільно створити на базі веб-порталу “Законодавство” Верховної Ради України, оскільки в ньому сконцентровано майже усі нормативно-правові акти держави та міжнародні акти, за виключенням нормативно-правових актів регіональних публічних органів. Зазначене спроможне забезпечити дієву участь громадян в управлінні державними справами. |
