| Περιγραφή: | The need to improve the requirements for the infrastructure and management of health care institutions in the conditions of martial law and the post-war period has been identified. The key areas for ensuring the safety of a health care institution have been identified: physical (force), information, food and energy security. Measures have been identified to ensure the implementation of medical care in emergency situations, in particular: establishing requirements for the personnel potential of health care institutions regarding the availability of specialists in tactical medicine and the work of health care institutions in emergency situations; approving instructions for the activities of a health care institution in emergency situations. Tools for the evacuation of healthcare facilities due to an emergency have been identified, including: approval of a communication map of interaction between healthcare facilities in case of emergencies by the Ministry of Health of Ukraine, which will be reviewed annually; approval of the procedure for the evacuation of a healthcare facility due to an emergency; creation and implementation of a unified information system for the potential of healthcare facilities. Options for the relocation of a healthcare facility have been identified: the activities of evacuated healthcare facilities based on other healthcare facilities; independent restoration of the healthcare facility’s activities; the activities of evacuated healthcare facilities using the infrastructure of other facilities; the activities of evacuated healthcare facilities based on different facilities or using their infrastructure. It is proposed to restore the activities of the health care facility through: partial restoration of the activities of health care facilities that were evacuated (the facility’s activities in the relocated territory and the territory of the place of registration; partial activity only at the place of registration) or Full restoration of the activities of health care facilities that were evacuated. Визначено необхідність удосконалення вимог до інфраструктури та управління закладами охорони здоров’я в умовах воєнного стану та повоєнного періоду. Виявлено ключові напрями забезпечення безпечності закладу охорони здоров’я є фізична (силова), інформаційна, продовольча та енергетична безпека. Визначено заходи для забезпечення реалізації медичної допомоги в умовах надзвичайних ситуацій, зокрема: встановлення вимог до кадрового потенціалу закладів охорони здоров’я щодо наявності фахівців з тактичної медицини та роботи закладів охорони здоров’я в умовах надзвичайних ситуацій; затвердження інструкції щодо діяльності закладу охорони здоров’я в умовах надзвичайних ситуацій. Ідентифіковано інструменти для евакуації закладів охорони здоров’я через надзвичайну ситуацію, серед яких: затвердження комунікаційної карти взаємодії закладів охорони здоров’я на випадок надзвичайних ситуацій, яка переглядатиметься щорічно МОЗ України; затвердження процедури евакуації закладу охорони здоров’я через надзвичайну ситуацію; створення та впровадження єдиної інформаційної системи потенціалу закладів охорони здоров’я. Визначено варіанти релокації закладу охорони здоров’я: діяльність евакуйованих закладів охорони здоров’я на базі інших закладів охорони здоров’я; самостійне відновлення діяльності закладу охорони здоров’я; діяльність евакуйованих закладів охорони здоров’я із використанням інфраструктури інших закладів; діяльність евакуйованих закладів охорони здоров’я на базі різних закладів або з використанням їх інфраструктури. Запропоновано здійснювати відновлення діяльності закладу охорони через: часткове відновлення діяльності закладів охорони здоров’я, які були евакуйовані (діяльність закладу на релокованій території та території місця реєстрації; часткова діяльність лише на місці реєстрації) або Повне відновлення діяльності закладів охорони здоров’я, які були евакуйовані. |
