| Περιγραφή: | The article highlights the main organizational principals of North Osetian Chamber of Accounts (here and after CA). The article contains a clear definition of the CA's status and objectives, describes the membership, the rules and procedures of appointing the Chairman and the three auditors as well as the reasons for their earlier dismissal. The article considers privileges and authorities of CA's officials and respective requirements to the executives of inspected entities. The author managed the comparison between the Chambers of Accounts of North Osetia and Russian Federation in part of general work organization methodology. The article touches upon the methods of financial control stating the components of controlling measures and gives a clear definition of «violation» used in controlling compliance of the entity's operations with existing legislation. Possible measures and tools of prompt actions used by CA are also specified in the article. The statistics of levies collected to the republican (regional) budget in reimbursement of incurred damages is quoted in the article. The results of CA's interaction with the main controlling authority, Federal Chamber of Accounts, are outlined in the article. Not only the importance of measures in achieving the accuracy of budget execution is being emphasized by the author but the importance of analytical functions assigned to the controlling authority, thus, reflecting norms of regional legislation. |
