| Description: | The existing system of innovation management in the road sector is considered. The estimation of all directions of state regulation of innovative activity in the industry is carried out. In particular, the author discusses financial policy, information support, scientific research, and a system of accounting, monitoring and controlling the innovation processes. The following achievements in the field of innovation development in the road sector can be mentioned: the government activity intensification in the field of innovation promotion, the use of achievements of self-regulatory organizations to make changes to the system of existing technical standards. The author gives special attention to the need for development of new materials, technologies and utilization of new road-construction machinery. The efficiency of the system of innovation promotion is estimated on the basis of a system of statistical indicators. The dynamics of changes in the innovation structure and in the share of federal and territorial governments in the innovation financing is discussed. The main problems are an outdated regulatory regime and an obviously low interest of local authorities in implementing innovations. The necessity of state involvement in the improvement of the existing system of innovation management in the road sector is mentioned. The author's point of view on possible ways to improve the innovative appeal of the road construction industry is presented. Рассматривается существующая система управления инновациями в дорожном хозяйстве. Дана оценка каждого направления государственного регулирования инновационной деятельности в отрасли. В частности, финансовая политика, информационное обеспечение, научные исследования, система учета, мониторинга и контроля за процессами внедрения инноваций. В качестве реальных достижений в области развития инноваций в дорожном хозяйстве можно назвать активизацию государственной деятельности в области стимулирования инноваций, использование достижений саморегулируемых организаций для внесения изменений в систему действующих технических нормативов. Особо отмечается необходимость освоение новых материалов, технологий и использование новой дорожно-строительной техники. Оценка результативности системы внедрения инноваций приводится на основе системы статистических показателей. Рассмотрена динамика изменения структуры инноваций, доли федеральных и территориальных органов управления в финансировании инноваций. В качестве основных проблем названы устаревшая нормативная база, явно низкая заинтересованность органов управления в регионах во внедрении инноваций. Отмечается необходимость участия государства в совершенствовании существующей системы управления инновациями в дорожном хозяйстве. Предложена авторская точка зрения на возможные пути повышения инновационной привлекательности дорожно-строительной отрасли. |
