| Περιγραφή: | System-wide modernization and contouring of a society based on knowledge are possible as a result of rethinking human role in the state, society and global economy. Socially responsible politicians and scientists, whose activities are aimed at preserving the progressive tendencies of socio-economic development and humanist forms of international relations, clearly aware it is a person in whom centered unique innovative potential, the creative possibilities and resources. Such comprehension lies outside the traditional view on human as the workforce carrier. These scientists scientifically justify the necessity for a new concept of human development, setting new goals and objectives, develop an appropriate methodology. Unfortunately, in today's Russia comprehensive studies of problems of development of human and intellectual potential, as well as the effective use of human capital are not been sufficiently developed until now. For this reason, the system analysis of the global evolutionary processes, their tendencies, trends and features is of particular relevance. This article begins a series of my further publications on the results of systems analysis of human development as a scientific and practical problem (especially in Russia). Now I represent a brief review of the main ideas and approaches in human development (HD) and HD Index (HDI) calculation. The subjects of this paper are (i) classical HD studies by A. Sen, M. ul Haq, K.B. Griffin, J. Knight, and their followers; (ii) new HDI calculation method of 2011. For this purpose, I use a systemic approach, as well as methods of comparative, structural and functional, statistical, analytical and index analysis. In my article, I show that the world's top economists have developed and scientifically substantiated the fundamental conceptual provisions under which human development and its potential should be considered firstly, in focus all social and economic changes, and, secondly, not as a development human capital, ensuring the achievement of individual, often subjective, political, economic or social objectives, but as a global goal for all managed socio-economic processes. With this goal-setting revenue and economic growth act as a means to achieve the main goal, which is development of human and his potential. I also pay special attention to the contribution of social and economic inequality indicators in new HDI calculation method. Therefore, present paper is conceptual and methodological basis of my further studies. В основе прогрессивной тенденции социально-экономического развития заложено осознание того, что сама возможность системной модернизации и построения общества, основанного на знании, создаётся в результате переосмысления роли человека в государстве, обществе и глобальной экономике, а также стратегических целей их развития. Комплексные исследования проблем развития человеческого и интеллектуального потенциалов, эффективного использования человеческого капитала не получили до настоящего времени достаточного развития в современной России. По этой причине системный анализ мировых эволюционных процессов, их тенденций, трендов и специфики приобретают особую актуальность. В статье дан краткий обзор концепций человеческого развития как основы развития общества. Обсуждается новая, применяющаяся с 2011 г., методика анализа индекса человеческого развития (ИЧР). |
