E-mail: gromovaea@susu.ru. В статье поднимается вопрос о необходимости экологизации законодательства о территориях с особым режимом экономической деятельности. Автором предлагаются критерии эффективности функционирования территорий с особым режимом экономической деятельности с позиции соблюдения требований законодательства об охране окружающей среды, позволяющие провести «тест на экологизацию» исследуемого законодательства. Сделан вывод о том, что законодательство об особых экономических зонах, свободных экономических зонах, территориях опережающего социальноэкономического развития, зонах территориального развития, свободном порте Владивосток необходимо совершенствовать в области обеспечения защиты окружающей среды и минимизации причинения ей вреда в результате деятельности, осуществляемой в границах данных территорий. The article raises the question of the need for ecologizing the legislation on territories with a special regime of economic activity. The author proposes criteria for the effectiveness of the functioning of territories with a special regime of economic activity from the point of view of compliance with the requirements of the legislation on environmental protection, which make it possible to conduct a “greening test” of the legislation under study. It is concluded that the legislation on special economic zones, free economic zones, territories of priority social and economic development, zones of territorial development, the free port of Vladivostok needs to be improved in the field of protecting the environment and minimizing damage to it as a result of activities carried out within the borders of these territories. |
