Description: The existing system(s) of civil protection in Bosnia and Herzegovina have proven to be ineffective and dysfunctional when it comes to preparing for and responding to the numerous threats that have emerged with increasing frequency over the last two decades. Conducting scientific research on the Conceptual Model of Civil Protection in Republic of Srpska led to the adoption of the Zero Model of Civil Protection System, which proved to be the most acceptable for the Republic of Srpska entity. The model has been adopted by experts engaged in various systems, with different levels of education and professional orientations, as well as significant experience in their respective fields, all of which are related to civil protection. The paper describes the research methodology used and the main research findings based on the application of the Delphi method. The research is based on the research subject, research methods, the legal framework of the European Union and the legal framework of the Republic of Srpska. The adopted model will ensure the efficiency and effectiveness of civil protection intervention in emergency situations caused by natural disasters, as well as compatibility with the systems of neighbouring countries.
