| Description: | The purpose of this article was to conduct a comprehensive analysis of the legislation of the Russian Federation and the Republic of Belarus, as well as the practice of its application in such an important area as waste management. The intensive development of society, the growing number of industrial production inevitably led to the formation of a large amount of waste. Russia and Belarus should solve these issues jointly and comprehensively. This need is connected not only with the solution of growing environmental problems, which no state can cope with alone, but also with the fact that our countries are building a single economic space. The subject of this analysis is the social relations that develop during waste management. When performing the work, the regulatory legal acts of the Russian Federation and the Republic of Belarus, subordinate regulatory legal acts, and scientific literature were used. When writing the work, both general scientific and private scientific methods of scientific knowledge were used. As a result of the work, the shortcomings of the current legislation in the field of waste management were identified and ways to solve them were proposed. The practical significance of the work lies in their discussion at the sixty-sixth meeting of the permanent seminar at the Parliamentary Assembly of the Union of Belarus and Russia on the construction of the Union State and the formation of proposals to the legislators of Russia and Belarus, which are aimed at improving its efficiency. Целью настоящей статьи является проведение комплексного анализа законодательства Российской Федерации и Республики Беларусь, а также практики его применения в такой важной области как обращение с отходами. Интенсивное развитие общества, возрастающее количество промышленных производств неизбежно повлекли за собой образование большого количества отходов. Россия и Беларусь должны решать эти вопросы совместно и комплексно. Такая необходимость связана не только с решением возрастающих экологических проблем, с которыми ни одно государство не справится в одиночку, но и с тем, что наши страны строят единое экономическое пространство. Предметом настоящего анализа являются общественные отношения, складывающиеся при обращении с отходами. При выполнении работы были использованы нормативные правовые акты Российской Федерации и Республики Беларусь, подзаконные нормативные правовые акты, научная литература. Анализ законодательства был проведен с использованием как общенаучных, так и частнонаучных методов научного познания. В результате работы были установлены недостатки действующего законодательства в области обращения с отходами и предложены пути их решения. Практическая значимость работы заключается в их обсуждении на шестьдесят шестом заседании постоянно действующего семинара при Парламентском Собрании Союза Беларуси и России по вопросам строительства Союзного государства и формировании предложений законодателям России и Беларусь, которые направлены на повышение его эффективности. |
