Статья посвящена особенностям занятости в туристической отрасли в Азербайджане. Правительства Азербайджанской Республики выбрало туризм одной из приоритетных отраслей развития ненефтяного сектора страны. Это нашло отражение в Стратегической дорожной карте по развитию индустрии специализированного туризма в Азербайджанской Республике. В данной стратегической карте нашли отражение основные направления развития индустрии туризма. Как известно, туризм – это отрасль, положительно влияющая на рост занятости. Для оценки состояния занятости в туризме в статье дается сравнительный анализ динамики занятости всего по экономике в целом и работающих по найму и в туризме за 2005-2021 годы. Рассматривается динамика и уровень заработной платы в данной отрасли за 2005-2020 годы. Занятость в туризме может увеличиваться за счет инвестиций в данную отрасль. Учитывая это в статье анализируется динамика инвестиций в туризм и их структура. Выявляется, что при высокой динамике показателей инвестиций в туризм, их удельный вес в общем объеме капиталовложений низкий по стране остается незначительным. Далее в статье анализируется социальная значимость инвестиций, то есть их способность создавать новые рабочие места данной отрасли. Для оценки влияния инвестиций на занятость в туризме рассчитывается ежегодные коэффициенты социальной значимости инвестиций за 2005-2021 годы. Учитывая, что инвестиции могут не сразу создавать рабочие места, увеличивая занятость коэффициент социальной значимости инвестиций рассчитан с временным лагом в 3 года. Как показал анализ, с интервалом 3 года создается больше рабочих мест в туризме. Но их число растет не так активно, чтобы значительно влиять на рост занятости в туризме. The article is devoted to the peculiarities of employment in the tourism industry in Azerbaijan. The Government of the Republic of Azerbaijan has chosen tourism as one of the priority sectors for the development of the country's non-oil sector. This is reflected in the Strategic Roadmap for the Development of the Specialized Tourism Industry in the Republic of Azerbaijan. This strategic map reflects the main directions of development of the tourism industry. As you know, tourism is an industry that has a positive effect on employment growth. To assess the state of employment in tourism, the article provides a comparative analysis of the dynamics of employment in the economy as a whole and those employed and in tourism for 2005-2021. The dynamics and level of wages in this industry for 2005-2020 are considered. Employment in tourism can be increased through investment in this industry. Given this, the article analyzes the dynamics of investments in tourism and their structure. It is revealed that with a high dynamics of investment in tourism, their share in the total volume of investment is low in the country remains insignificant. Further, the article analyzes the social significance of investments, that is, their ability to create new jobs in this industry. To assess the impact of investments on employment in tourism, annual coefficients of the social significance of investments for 2005-2021 are calculated. Given that investments may not immediately create jobs, increasing employment, the coefficient of social significance of investments is calculated with a time lag of 3 years. As the analysis showed, with an interval of 3 years more jobs are created in tourism. But their number is not growing so actively that it would significantly affect the growth of employment in tourism. |
