Требуется глубокий и всесторонний анализ причин такого положения дел, позволяющий осознать как, и за счет чего цифровизация может вывести страну на принципиально иной уровень конкурентоспособности, защитить себя от новых рисков [Zemtsov 2019] и обеспечить получение ожидаемой выгоды. Digitalization is one of the most problematic areas of development in many states of the world community. Among Russian national projects, "Digital Economy" is a project, the level of execution of expenses for which in 2019 amounted to only 53.6 %, lower than among all 13 global development directions [Ermak 2020]. A deep and comprehensive analysis of the reasons for this state of affairs is required, which makes it possible to understand how and by what means digitalization can bring the country to a fundamentally different level of competitiveness, protect itself from new risks [Zemtsov 2019] and ensure the expected benefits. |
