| Περιγραφή: | Relevance. Currently, medical organizations providing assistance on an outpatient basis perform many tasks from preventive examinations to the rehabilitation of patients. At the same time, the polyclinic link is the sector of the health care system most susceptible to the influence of the external environment. Therefore, while increasing the efficiency of polyclinics, managers use different methods and techniques to such an extent that it is quite difficult to compare performance indicators and form a rating of medical organizations. Goal. The article is devoted to the rating of sustainable development of medical organizations in the region that provide primary health care to the urban population. Materials and methods. The study of the sustainable development of medical organizations was conducted in the period from 2012 to 2023. The average assessment of the indicators and the values of the indicators for the legislative framework were calculated based on the results of a sociological study of the opinions of the heads of medical organizations (2012 2018) and the data of the regulatory and legal analysis. The author's methodology for assessing the potential for sustainable development of medical organizations was used in the work. With the help of this assessment, a self-examination of 12 medical organizations providing primary health care to the urban population of Novosibirsk was carried out. Results. Carrying out a comparative analysis of medical organizations with different sizes of the population served, we came to the conclusion that there was no direct relationship between the size of the attached population and the potential for sustainability. However, the implementation of the concept of sustainable development makes it possible to achieve the effectiveness of the organization's activities in several directions at once. In the indicators of the group of leaders in the rating of medical organizations in the region that provide primary health care to the population, there is the best experience that contributes to sustainable development. On average, for the group of leaders, the sustainable development potential has been achieved by 61%, which is one of the best values in the region. At the same time, the indicators of the group of organizations occupying the bottom lines of the rating contain the potential for improving their activities. In addition, even the lowest values in the studied group of medical organizations exceed the average values by 1.5 2 times, which indicates the effectiveness of the polyclinics. As a result, the development potential in the studied group of organizations was revealed by 31.4%. Findings. Thus, the sustainability potential is influenced by the multi-level implementation of the concept of lean production, the implementation of the concept of sustainable development and a combination of other management methods and techniques that contribute to long-term development. Введение. В настоящее время медицинские организации, оказывающие помощь в амбулаторных условиях, выполняют множество задач, от проведения профилактического осмотра до реабилитации пациентов. При этом поликлиническое звено является сектором системы здравоохранения наиболее подверженным влиянию внешней среды. Поэтому повышая эффективность деятельности поликлиник, руководители применяют различные методы и приемы до такой степени, что сравнивать показатели деятельности и формировать рейтинг медицинских организаций достаточно затруднительно. Цель. Статья посвящена рейтингу устойчивого развития медицинских организаций региона, оказывающих первичную медико-санитарную помощь городскому населению. Материалы и методы. Исследование устойчивого развития медицинских организаций проводилось в период с 2012 по 2023 год. Средняя оценка показателей и значения показателей по законодательной базе рассчитывались по результатам социологического исследования мнения руководителей медицинских организаций (2012–2018 гг.) и данным нормативно-правового анализа. В работе применялась авторская методика оценки потенциала устойчивости развития медицинских организаций. С помощью данной оценки проводилось самообследование 12 медицинских организаций, оказывающих первичную медико-санитарную помощь городскому населению г. Новосибирска. Результаты и обсуждение. Проводя сравнительный анализ медицинских организаций с разным объемом обслуживаемого населения, мы пришли к выводу, что прямой зависимости между численностью прикрепленного населения и потенциалом устойчивости не обнаружено. Однако реализация концепции устойчивого развития позволяет достигать эффективности деятельности организации сразу по нескольким направлениям. В показателях группы лидеров рейтинга медицинских организаций региона, оказывающих первичную медико-санитарную помощь населению, имеется лучший опыт, способствующий устойчивому развитию. В среднем по группе лидеров потенциал устойчивого развития достигнут на 61%, что составляет один из лучших значений в регионе. В то же время, в показателях группы организаций, занимающих нижние строчки рейтинга, заложен потенциал для совершенствования их деятельности. Кроме того, даже самые низкие значения в исследуемой группе медицинских организаций превышают средние значения показателей в 1,5–2 раза, что говорит об эффективности деятельности поликлиник. В итоге потенциал развития в исследуемой группе организаций раскрыт на 31,4%. Выводы. Таким образом, на потенциал устойчивости влияет многоуровневая реализация концепции бережливого производства, реализация концепции устойчивого развития и совокупность других управленческих методов и приемов, способствующих долгосрочному развитию. |
