Данная статья посвящена исследованию моделей и форматов официальной помощи развитию зарубежных государственных институтов, международных организаций и НПО на пространстве ближнего зарубежья, в том числе Всемирного банка, ПРООН, ЮНИСЕФ, МБРР и ЮСАИД. В исторической ретроспективе автор проводит сравнительный анализ реализации программ в сфере СМР на примере Азербайджанской Республики и Республики Беларусь. В статье даётся авторская оценка заинтересованности стран-доноров в данных странах, а также проводится анализ координации и кооперации разных стран по реализации целевых программ в сфере гендерного неравенства, развития молодёжи, поддержки гражданского общества и СМИ, содействия реформированию институтов государственного управления. Основой исследования являются официальные документы и соглашения программ и проектов в сфере официальной помощи развитию, отчёты международных организаций и НПО. This article is devoted to the study of models and formats of official assistance to the development of foreign state institutions, international organizations and NGOs in the near abroad, including the World Bank, UNDP, UNI-SEF, IBRD and USAID. In a historical retrospective, the author conducts a comparative analysis of the implementation of IDA programs on the example of the Republic of Azerbaijan and the Republic of Belarus. The article gives the author's assessment of the interest of donor countries in these countries, and also analyzes the coordination and cooperation of different countries in the implementation of targeted programs in the field of gender inequality, youth development, support for civil society and the media, and assistance in reforming public administration institutions. The research is based on official documents and agreements of programs and projects in the field of official development assistance, reports of international organizations and NGOs. |
