Показана ретроспектива представления об инновационной экосистеме, определена роль и система взаимосвязей участников региональной инновационной экосистемы. Рассмотрена роль государства в процессе трансформации университетов к предпринимательской модели, выявлены основные проблемы регионального университета 2.0 и особенности модели университета 3.0 в условиях развития региональной инновационной экосистемы. Проведён анализ преобразований в системе высшего образования в современных условиях и на основе системного подхода спроектирована модель регионального предпринимательского университета. Обоснована необходимость и предложены подходы к трансформации региональных университетов к модели университета 3.0 как триггера развития региональной инновационной экосистемы. The relevance of the studied problem is due to the need to enhance the existing model of interaction between participants of the innovation ecosystem as there is a non-compliance with modern requirements of the innovation process effectiveness. The goal of the researchwas to study the particular features of regional universities transformation as a key participants in the regional innovation ecosystem. The innovation activity of regional universities in the context of the development of regional innovation ecosystems was the object of the research. The management relations that arise when functioning of a regional university as a corporate innovation ecosystem developed on the principles of the theory of "open" innovations was the subject of the research. Results. The considered retrospective of the development of the concept of "ecosystem" made it possible to draw conclusions about the importance of the relationships between the elements of the innovation ecosystem and the need to establish a favorable environment for generation, spread, use, and support of knowledge. The analysis of innovation ecosystems requires to study the participants of transformation of an idea into an end product, the system of their interaction, and the environment. Scientific institutions and universities that generate innovation ideas and transmit them to the external environment for further use of all participants of the innovation ecosystem is the trigger of this process. The studied experience of world entrepreneurial universities allowed to formulate their features and offer an author's model of regional entrepreneurial university 3.0. The change in the focus of the work of all departments of the internal infrastructure in the main areas of activity of the university with the concentration of their activities on the core of the university system, based on the intellectual capital, is the particularity of the model. This approach will increase the effectiveness of the university's activity and will make it possible to effectively use the intellectual potential of the teaching staff. At that, transformation of regional universities can be implemented in two directions: formation of a system of accumulation, development and use of the intellectual capital of the university, as well as the development of the image and reputation of regional entrepreneurial university. Сreation and development of an open innovation platform is one of the tools for implementing of the gradual transition of a regional university to the 3.0 university model. The authors consider that an open innovation platform will ensure the achievement of separate goals in all courses of the university development, will contribute to the transition of regional universities to the entrepreneurial university model 3.0, will increase the position of a university in the ranking of Russian universities, will strengthen the role of the university as a driver for the development of regional innovation ecosystem. |
