| Description: | Исследуется законодательное предложение как форма реализации законодательной инициативы и самостоятельный правовой институт, определяется его значение в системе законодательного процесса. Анализируется становление законодательного предложения в России. Формулируется вывод о трансформации законодательного предложения в зависимости от исторических условий, от степени демократизации законотворческой деятельности, от уровня развития представительной демократии. В настоящее время можно говорить о законодательном предложении как о самостоятельном правовом институте, который необходимо развивать и распространять. The article examines the legislative proposal as a form of legislative initiative and an independent legal institution, determines its importance in the system of legislative process. The formation of the legislative proposal in Russia is analyzed. The conclusion about the transformation of the legislative proposal depending on historical conditions, the degree of democratization of lawmaking, the level of development of representative democracy is formulated. Currently, we can talk about the legislative proposal as an independent legal institution, which should be developed and disseminated. |
