В статье предложен механизм, отражающий экологический аспект влияния процессов агломерации на формирование региональной конкурентоспособности. Основой данного механизма является подтверждённая гипотеза о том, что в современной России процесс образования твёрдых коммунальных отходов в основном локализован на территориях городских агломераций. При этом процесс городских агломераций позитивно влияет на уровень благосостояния и покупательную способность населения. В свою очередь рост покупательной способности приводит к увеличению и локализации экологических проблем, связанных с образованием твёрдых коммунальных отходов, что обусловливают необходимость научно обоснованного подхода к процессу обращения с ТКО в условиях роста городских агломераций. Рассмотренный в статье механизм влияния процессов городской агломерации на уровень региональной конкурентоспособности раскрывает выявленные противоречия при формировании регионального развития, и позволяет предложить выработку новых подходов к оценке государственных программ в сфере организации обращения с твёрдыми коммунальными отходами. The article suggests tools that take into account ecological aspect of agglomeration processes’ influence on the level of regional competitiveness. The basis of these tools is the confirmed hypothesis: in modernRussia municipal solid waste formation is mostly located in urban agglomerations. The process of urban agglomerations has a positive effect on the level of wealth and purchasing ability of the population. At the same time, theincrease in purchasing power leads to an increase and localization of environmental problems associated with the formation of solid municipal waste, which necessitates a scientifically based approach to the waste managementin the context of the growth of urban agglomerations. The mechanism of the influence of urban agglomerationprocesses on the level of regional competitiveness considered in the article reveals the revealed contradictions inthe formation of regional development, and allows us to propose the development of new approaches to assessing state programs in the field of organizing the management of municipal solid waste. |
