| Description: | The article examines the process of centralization of the art and culture management system in the Russian Far East in 1920 - 1927. Indeed, throughout the 1920s, the young Soviet state was building its own cultural policy, which met the tasks of building a new socialist society. The analysis of this policy shows its inconsistent, and sometimes even chaotic nature, however, in the difficult conditions of the civil war, the Soviet state did not forget about the ideological role of art, therefore, it tried to carry out its systematic introduction into the consciousness of the masses with the help of propaganda types of art, the creation of clubs. The centralized nature of this process is evidenced by the activities of the Ministry of Public Education under the Government of the Far East, as well as the work of the Far Eastern Department of Public Education, established in 1922, namely their work to combat the private sector in the field of art and popularize the ideas of the Bolsheviks, within the framework of the new cultural institutions being created. In general, the planned creation of the entire art management system in the Far East begins in the conditions of the Civil War. In the post-war period, the Regional Department of Public Education and the created Union of Scenic Figures, later the Union of Art Workers of the RSFSR, will actively join this process. The established planning system, the constant reporting documentation maintained by art institutions, allowed the People’s Commissariat of Education to coordinate their activities, at the same time, through the interaction of various structures, to create an integral system of cultural education of workers. In conclusion, the author comes to the conclusion that only the financial limitations of local budgets did not allow the complete nationalization of this sphere in the specified period. В статье рассматривается процесс централизации системы управления искусством и культурой на Дальнем Востоке России в 1920 - 1927 гг. Впервые предметом исследования становится деятельность Министерства народного просвещения при правительстве ДВР, а также работа Дальневосточного отдела народного образования, созданного в 1922 г., а именно его деятельность по борьбе с частным сектором в сфере искусства и популяризации идей большевиков в рамках создаваемых новых учреждений культуры. В заключение автор приходит к выводу, что лишь финансовая ограниченность местных бюджетов не позволила полностью провести огосударствление данной сферы в указанный период. |
