В статье представлены результаты анализа внедрения института самозанятых в российскую действительность, исследована категория самозанятых. Рассмотрены различные подходя к формированию институциональных основ поддержки самозанятых на региональном и федеральном уровнях. Исследован опыт зарубежных стран. Особое внимание уделено особенностям развития самозанятости в различных регионах. Проанализированы итоги проведения эксперимента по установлению специального налогового режима «Налог на профессиональный доход» . Ожидаемые эффекты такой политики вполне понятны: самозанятые постепенно превращаются в значимый сектор рабочей силы и экономики. Предложены направления поддержки этого вида занятости на региональном уровне. Результаты работы могут быть использованы в процессах разработки и реализации политики самозанятости на региональном уровне. The article presents the results of the analysis of the introduction of the institute of the self-employed into the Russian reality. the category of self-employed is investigated. Various approaches to the formation of institutional foundations for the support of the self-employed at the regional and federal levels are considered. The experience of foreign countries is studied. Special attention is paid to the peculiarities of the development of self-employment in various regions. The results of the experiment on the establishment of a special tax regime "Tax on professional income" are analyzed. The expected effects of such a policy are quite understandable: the self-employed are gradually turning into a significant sector of the labor force and economy. The directions of support for this type of employment at the regional level are proposed. The results of the work can be used in the processes of developing and implementing self-employment policy at the regional level. |
