Показано, что проектные методы в реализации крупных государственных строек, создания уникальных продуктов, имеющих стратегическое значение для всей страны, имеют в России многолетнюю историю своего применения. На основе обобщения опыта обучения государственных гражданских и муниципальных служащих технологиям проектного управления выделены основные проблемы в этой области: отсутствие системного анализа опыта проектного управления в современной России, слабый акцент на результативной стороне проектной деятельности, сформированность негативных стереотипов, слабые навыки работы в команде у госслужащих и другие. Предложена усовершенствованная трёхкомпонентная формула оценки проектной деятельности в государственном органе. It is shown that design methods in the implementation of large state construction projects, the creation of unique products of strategic importance for the whole country, have a long history of their application in Russia. Based on the generalization of the experience of training civil and municipal government employees in project management technologies, the main problems in this area are highlighted: the lack of a systematic analysis of project management experience in modern Russia, a weak emphasis on the productive side of project activities, the formation of negative stereotypes, weak teamwork skills among civil servants and others. An improved, three-component formula for evaluating project activities in a state body is proposed. |
