Основное требование к научно-методическому обоснованию устойчивого выполнения Гособоронзаказа состоит в определении его цели, способов и средств достижения, в выявлении факторов, обеспечивающих решение технико-экономических и управленческих задач, решаемых заказчиком и исполнителем заказов в реальном времени. Поэтому, исходя из методологии научного подхода, из общего военно-экономического процесса следует выделять цели и задачи Гособоронзаказа, обосновывать направления и методы их решения, обеспечивающие интересы заказчика и исполнителя, положив в основу формирования Государственного заказа военно-экономические потребности конкретного получателя техники и вооружений, используемых для решения оборонных задач. The main requirement to scientific foundations of sustainable execution of the State Defense Procurement and Acquisition means defining its goals, ways and means of fulfillment as well as revealing the factors that contribute to real-time solving technical, economic and managerial problems by customers and contractors. Thus, relying on the scientific approach methodology we should distinguish the goals and tasks of the State Defense Procurement and Acquisition within the whole military-economic process, substantiate the ways and methods of meeting them to consider the interests of both customers and contractors on the basis of the needs of a specific recipient of technical devices and weapons used to solve the defense tasks. |
