В статье анализируются основные проблемы в работе Всемирной торговой организации, которые стали императивом ее реформирования. Отмечается, что еще в начале Дохийского раунда переговоров появились определенные предпосылки к реформированию организации ввиду наличия комплекса проблем функционирования ВТО и противоречий между государствами-членами организации. Все существующие проблемы и противоречия в статье условно поделены на три группы: институциональные, непосредственно связанные с работой ВТО, экономические, проистекающие из расхождения экономических интересов государств-членов, а также противоречия и проблемы политического характера. Автор приходит к выводу, что одним из ключевых противоречий в работе ВТО, которое лежит в основе тупика Дохийского раунда торговых переговоров, является проблема функционирования механизма принятия решений. В современных условиях необходимо либо распутать весь клубок экономических и политических противоречий, существующий между странами-членами ВТО, либо реформировать механизм принятия решений и разрешения споров, чтобы международная торговая система, основанная на принципах открытости, недискриминации и транспарентности, функционировала бесперебойно. The article analyzes the main problems of functioning of the World Trade Organization which have become an imperative for its reform. It is noted that even at the beginning of the Doha negotiations round certain prerequisites for reforming the organization appeared due to the presence of a complex of problems of its functioning and contradictions between the member states of the organization. All existing problems and contradictions in the article are conditionally divided into three groups: institutional, directly related to the work of the WTO, economic, arising from the divergence of economic interests of the member states, as well as contradictions and problems of a political nature. The author concludes that one of the key contradictions underlying the deadlock of the Doha round of trade negotiations is the problem of the functioning of the decision-making mechanism. In modern conditions, it is necessary either to unravel the whole tangle of economic and political contradictions existing between the WTO member countries, or to reform the decision-making and dispute resolution mechanism so that the international trading system based on the principles of openness, non-discrimination, and transparency functions smoothly. |
