Замедление темпов роста зернового производства в России может привести к потере рыночной доли на внешних рынках, что, в свою очередь, противоречит долгосрочным планам по диверсификации экономики. В этой связи, как одно из условий устойчивого развития экономики Российской Федерации, рост эффективности сельского хозяйства может быть достигнут за счет более полной реализации его экспортного потенциала, чего в современных условиях невозможно добиться, опираясь на низкотехнологичную, нуждающуюся в инновационном развитии системообразующую подотрасль зернового производства, нуждающуюся в ускорении трансфера инноваций.
