Модернизация экономики регионов рассматривается как изменения в соответствии с новейшими требованиями и нормами, а основным индикатором модернизации экономики регионов становится повышение качества жизни населения. По мнению авторов, структурная модернизация экономики регионов - это прежде всего его технологическая модернизация. Технологическая модернизация рассмотрена авторами во взаимосвязи с разработкой и внедрением прогрессивных ресурсных технологий, развитием человеческого капитала и увеличением степени концентрации финансового капитала. В этой связи авторами выделены следующие направления модернизации экономики регионов: разработка и внедрение прогрессивных ресурсных технологий, развитие человеческого капитала, увеличение степени концентрации финансового капитала. Для определения тенденций и закономерностей развития экономики Российских регионов под влиянием технологической модернизации в статье предлагается использовать методику, предложенную коллективом авторов Жоговой Е., Заборовской О. и Надежденой О., позволяющую определить приоритетные отрасли для развития региона путем ранжирования их по степени важности. В результате оказывается возможным идентифицировать кластеры и предприятия региона, обладающие наибольшим потенциалом и требующие государственной поддержки. Для осуществления процедур выбора промышленных кластеров в качестве приоритетных для реализации модернизации экономики региона и осуществления региональной промышленной политики в статье доказана необходимость учета показателя фондовооруженности. The modernization of the regional economy is considered as changes in accordance with the latest requirements and norms, and the main indicator of the modernization of the regional economy is the improvement in the quality of life of the population. According to the authors, the structural modernization of the regional economy is primarily its technological modernization. Technological modernization is considered by the authors in conjunction with the development and implementation of advanced resource technologies, the development of human capital and an increase in the degree of concentration of financial capital. To determine the trends and patterns of economic development in the Russianregions under the influence of technological modernization, the article proposes to use the methodology proposedby a team of authors E. Zhogova, O. Zaborovskaya and O. Nadezhdena, which allows to determine the priority sectors for the development of the region by ranking them in order of importance. As a result, it becomes possibleto identify clusters and enterprises in the region that have the greatest potential and require government support.To implement the procedures for selecting industrial clusters as priorities for the implementation of the modernization of the region's economy and the implementation of regional industrial policy, the article proves the need totake into account the capital-labor ratio. |
