Рассмотрены вопросы, связанные с качественными показателями деятельности сотрудника органа дознания при расследовании пожаров. Представлены основополагающие факторы, влияющие на качество расследования пожаров. Автор считает, что в рамках принятия управленческого решения при определении оптимальной численности дознавателей МЧС России необходимо учитывать такой фактор (показатель) как качество расследования пожара. Разработан причинно-следственных граф когнитивной модели влияния основополагающих факторов на качество расследования пожара. Представлена нечеткая когнитивная матрица (матрица смежности) параметров качества расследования пожаров. Аналитические данные, представленные в матрице, позволяют сформировать весовые критерии степени влияния факторов на качество расследования пожаров, а также и их взаимосвязи. Использование результатов когнитивного моделирования при определении показателей качества расследования пожаров, является одним из инструментов в системе поддержки принятия управленческого решения ЛПР при прогнозировании оптимального кадрового ресурсообеспечения органа дознания МЧС России. Разработанные в ходе исследования результаты могут быть использованы при разработке методики определения структурно-штатной численности территориальных подразделений дознания МЧС России. The issues related to the qualitative performance of the employee of the body of inquiry in the investigation of fires are considered. The fundamental factors influencing the quality of fire investigation are presented. The author believes that within the framework of making a management decision, when determining the optimal number of investigators of the Ministry of Emergency Situations of Russia, it is necessary to take into account the factor (indicator) of the quality of fire investigation. A causal graph of the cognitive model of the influence of fundamental factors on the quality of fire investigation has been developed. A fuzzy cognitive matrix (adjacency matrix) of fire investigation quality parameters is presented. The analytical data presented in the matrix allows us to form weight criteria for the degree of influence of factors on the quality of fire investigation, as well as their interrelationships. The use of the results of cognitive modeling in determining the quality indicators of fire investigation is one of the tools in the management decision support system of the Ministry of Emergency Situations of the Russian Federation in predicting the optimal human resource provision of the investigative body of the Ministry of Emergency Situations of the Russian Federation. The results developed in the course of the study can be used in the development of a methodology for determining the structural and staffing levels of territorial units of the Ministry of Emergency Situations of Russia. |
