В статье рассмотрены теоретические основания, обеспечивающие формирование эффективной системы управления общественным городским пассажирским транспортом (ОГПТ). Традиционные системы ОГПТ требуют серьезной трансформации под воздействием технологических, рыночных факторов, обусловивших развитие новой мобильности. Для сохранения конкурентоспособности логистические системы ОГПТ должны предоставлять ценность потребителям, сопоставимую с альтернативными формами мобильности в городской среде, своевременно изменяя свои структурные и параметрические характеристики. В статье представлен подход к выявлению атрибутивно-структурных характеристик логистической системы ОГПТ с учетом двойственности потребителя (реципиента) ее услуг - пассажиров и «города». The article considers the theoretical foundations that ensure the formation of an effective management system for public urban passenger transport (PUPT). Traditional protected area systems require a major transformation under the influence of technological and market factors that have led to the development of new mobility. In order to remain competitive, logistics systems of PUPT must provide value to consumers comparable to alternative forms of mobility in the urban environment, changing their structural and parametric characteristics in a timely manner. The article presents an approach to identifying the attributive and structural characteristics of the PUPT logistics system, taking into account the duality of the consumer (recipient) of its services - passengers and the "city". |
