| Περιγραφή: | The object of the research is the conceptual framework of professional education, analyzed at the junction of pedagogy, economics and jurisprudence. The subject of the research is educational and scientific clusters as problem-oriented management systems and optimization of personnel training for the Ministry of Internal Affairs of Russia. It is determined that the cluster and the holding are self-regulating organizations that are united with the common goal to increase the competitiveness of the results of joint activities. The subjects of the joint activities of the holding are dependent on the management company. A cluster is created without forming a legal entity. The subjects of the cluster's joint activities operate on the principles of network relationships. The terms and definitions «educational and service cluster of the Ministry of Internal Affairs of Russia» and «scientific cluster of the Ministry of Internal Affairs of Russia», a design scheme for cluster names, and examples of cluster names are proposed. It is shown that the activities of educational, service and scientific clusters of the Ministry of Internal Affairs of Russia with the implementation of educational programs in a network form are organized using the basic principle of synergetics – self-regulation. Proposed definitions of «educational and service cluster of the Ministry of Internal Affairs of Russia» and «scientific cluster of the Ministry of Internal Affairs of Russia», which describe the structure and order of interaction between the participants of these self-regulatory organizations, will allow testing a cluster approach in training personnel for the Ministry of Internal Affairs of Russia with the implementation of educational programs in a network form, the purpose of which is to achieve commonality of the content of vocational education and operational activities of the police. Объектом исследования явился понятийный аппарат профессионального образования, проанализированный на стыке педагогики, экономики и юриспруденции. Предмет исследования – образовательные и научные кластеры как проблемно-ориентированные системы управления и оптимизации подготовки кадров для МВД России. Определено, что кластер и холдинг являются саморегулируемыми организациями, которые объединены общей целью – повышением конкурентоспособности результатов совместной деятельности. Субъекты совместной деятельности холдинга зависимы от управляющей компании. Кластер создается без образования юридического лица. Субъекты совместной деятельности кластера действуют на принципах сетевых взаимоотношений. Предложены термины и определения «образовательно-служебный кластер МВД России» и «научный кластер МВД России», схема конструирования наименований кластеров, примеры наименований кластеров. Показано, что деятельность образовательно-служебных и научных кластеров МВД России с реализацией образовательных программ в сетевой форме организуется с использованием основного принципа синергетики – саморегулирования. Предлагаемые определения «образовательно-служебный кластер МВД России» и «научный кластер МВД России», представляющие собой описание структуры и порядка взаимодействия участников данных саморегулируемых организаций, позволят апробировать кластерный подход в подготовке кадров для МВД России с реализацией образовательных программ в сетевой форме, целью которого является достижение общности содержания профессионального образования и оперативно-служебной деятельности полиции. |
