Актуальность исследования: рост цифровизации усилился в результате коронавирусной пандемии, начавшейся в 2020 году, что в значительной степени отражается на процессах внутри агломераций. Работа в удаленном режиме, возможность дистанционного взаимодействия органов власти с населением, электронный документооборот, значительный рост торговли через интернет-магазины и т. д. — все это влечет за собой изменение нагрузки на сферы жизнеобеспечения города, а также требует актуальной методики оценки развития агломераций с целью последующего по-строения стратегии регионального развития. В этой связи в работе проводится анализ существующих методик оценки развития агломераций, показаны их перспективы практического применения в современных реалиях, рассмотрен опыт зарубежных стран, а также возможность его использования в России, выделены проблемы, затрудняющие проведение объективной оценки развития агломераций. Цель работы: проанализировать основные существующие методики оценки развития агломераций и выявить наиболее эффективные из них. Сравнить зарубежные модели управления агломерациями с применяемыми в России. На основе полученных результатов выявить проблемы и определить возможные пути решения в совершенствовании методик оценки развития агломераций и моделей управления ими. Выводы и предложения: проведенный анализ позволил сделать вывод о том, что в долгосрочном плане в деятельности муниципалитетов лучше прорабатывать договорную модель, но с участием в той или иной форме органов государственной власти субъектов Российской Федерации. Такая модель не требует изменений в законодательстве и имеет возможность проведения единой налоговой политики. Также следует проработать возможность сотрудничества бизнеса с органами власти по вопросам развития на региональном и муниципальном уровне. The Relevance of the study: the growth of digitalization has intensified as a result of the coronavirus pandemic that began in 2020, which largely affects the processes within agglomerations. Working in remote mode, the possibility of re-mote interaction of authorities with the population, electronic document manage-ment, a significant increase in trade through online stores, etc. – all this entails a change in the load on the city's life support, and also requires an up-to-date meth-odology for assessing the development of agglomerations in order to build a re-gional development strategy. In this regard, the paper analyzes the existing meth-ods for assessing the development of agglomerations, shows their prospects for practical application in modern realities, examines the experience of foreign countries, as well as the possibility of its use in Russia, and highlights the prob-lems that make it difficult to conduct an objective assessment of the development of agglomerations. Objective: to analyze the main existing methods for assessing the develop-ment of agglomerations and identify the most effective ones. Compare foreign agglomeration management models with those used in Russia. Based on the re-sults obtained, indicate the problems and possible solutions in improving the methods of assessing the development of agglomerations and management mod-els. Conclusions and suggestions: the analysis made it possible to conclude that in the long term, it is better to work out a contractual model in the interaction of municipalities, but with the participation of state authorities of the subjects of the Russian Federation in one form or another. This model does not require changes in the legislation and has the possibility of implementing a single tax policy. It is also necessary to work out the possibility of business cooperation with the author-ities on development issues at the regional and municipal level. |
