Инвестиционные возможности главный ограничитель любой стратегии. Поэтому оценка затрат и их эффективности - это всегда первый этап верификации идей стратегии перед оценкой рисков (вероятности ее достижения). В условиях новой промышленной политики, которая строится на комплементарности реиндустриализации и международного разделения труда в рамках перехода к шестому технологическому укладу, кардинально поменяется пространственная и отраслевая структура основных производственных фондов экономики России. В статье ставится вопрос о том, как определить инвестиционные ограничения, которые возникнут при формировании и реализации стратегии социально-экономического развития России в период четвертой промышленной революции. Оценки автора позитивны. Инвестиционно, предполагаемые стратегические цели, могут быть достигнуты в плановом периоде (определяемом в статье, как период до 2035 года). Investment opportunities are the main constraint of any strategy. Therefore, the assessment of costs and their effectiveness is always the first stage in verifying the ideas of the strategy before assessing the risks (the likelihood of achieving it). In the context of the new industrial policy, which is based on the complementarity of reindustrialization and the international division of labor as part of the transition to the sixth technological structure, the spatial and sectoral structure of the main production funds of the Russian economy will radically change. The article raises the question of how to determine the investment restrictions that will arise when forming and implementing a strategy for the socio-economic development of Russia during the fourth industrial revolution. The author's assessments are positive. Investment, proposed strategic goals, can be achieved in the planning period (defined in the article as the period until 2035). |
