Description: The article examines the current trends of intersectoral interaction and analyzes their significance for formation and functioning of municipal communities. The relevance of this topic is determined by the current conditions of political self-organization at the municipal level, including those related to the development of market relations system, the introduction of service state elements and the reform of the public administration system. The aim of the article is to consider the modern vector of political self-organization by studying the current trends of municipal cross-functional interaction. The objectives of the article include an assessment of socio-political collaborations phenomenon, consideration of crowd technologies, as well as outsourcing practices in modern communities. When writing the article, the author used the structural and functional method, as well as general logical methods of scientific research. Based on the results of applied and theoretical works, domestic and foreign experience, examples of modern self-organization of public policy actors and various functional spheres, features of horizontal and vertical communications formed in this regard are presented. The cases of applying entrepreneurial practices in politics, the prospects of cross-functional partnership as an important condition for the progressive development of the municipality are considered. As a result, the author notes the organizing potential of the processes of co-production and co-management as a manifestation of the dynamic joint existence (co-existence) of interested citizens. Self-organization in the non-public sphere of politics is closely related to the public sphere of municipal government. The author proposes to consider political self-organization through the study of the processes of development of interested and resourced community actors’ involvement in the processes of production and management of the municipality, its political space. A promising direction for further scientific research is the study of entrepreneurial practices use in the organization of political regimes and formation of administrative elites of localities.
В статье рассмотрены современные тенденции межсекторного взаимодействия и проанализировано их значение для формирования и жизнедеятельности муниципальных сообществ. Актуальность указанной тематики обусловлена современными условиями политической самоорганизации на муниципальном уровне, в том числе связанными с развитием системы рыночных отношений, внедрением элементов сервисного государства и реформированием системы публичного управления. Цель статьи - рассмотреть современный вектор политической самоорганизации посредством изучения актуальных трендов муниципального кроссфункционального взаимодействия. Задачи статьи включают оценку феномена социально-политических коллабораций, рассмотрение крауд-технологий, а также практик аутсорсинга в современных сообществах. При написании статьи использован структурно-функциональный метод, а также общелогические методы научного исследования. На основе результатов прикладных и теоретических работ, отечественного и зарубежного опыта представлены примеры современной самоорганизации акторов публичной политики и различных функциональных сфер, особенности формируемых в этой связи горизонтальных и вертикальных коммуникаций; рассмотрены кейсы применения предпринимательских практик в политике, перспективы кроссфункционального партнерства как важного условия поступательного развития муниципального образования. В результате отмечен организующий потенциал процессов сопроизводства и соуправления как проявления динамичного совместного бытия (со-бытия) заинтересованных граждан. Самоорганизация в непубличной сфере политики тесно связана с публичной сферой муниципального управления. Автор предлагает рассматривать политическую самоорганизацию посредством исследования процессов развития сопричастности заинтересованных и обеспеченных ресурсами акторов сообществ к процессам производства и управления муниципалитетом, его политическим пространством. Перспективным направлением дальнейшего научного поиска представляется исследование использования предпринимательских практик при организации политических режимов и формировании административных элит локалитетов.
