The final qualification work is dedicated to the development of a project for transitioning JSC “NIIAS” to a domestic digital platform for project management. The relevance of the study is determined by the need to ensure technological independence, stability of internal processes, and replacement of outdated solutions under restrictions on the use of foreign software. The aim of the work is to justify and develop an innovative transition project focused on domestic software solutions. The study employed methods of strategic analysis (PESTEL, SWOT), a logical-structural approach, and comparative evaluation techniques based on qualimetry and fuzzy logic. As a result, a step-by-step algorithm for transitioning to new software was developed, a comparative analysis of three Russian platforms was conducted, the structure of the project team was defined, an implementation schedule was prepared, a risk assessment matrix was constructed, and a system for monitoring project results was proposed. The conclusions confirm the feasibility and validity of the proposed project, its alignment with the strategic objectives of the enterprise, and its compliance with the current national policy on technological sovereignty and import substitution.
Выпускная квалификационная работа посвящена разработке проекта по переходу АО “НИИАС” на отечественную цифровую платформу управления проектами. Актуальность работы обусловлена необходимостью обеспечения технологической независимости, устойчивости внутренних процессов и замены устаревших решений в условиях ограничений на использование зарубежного ПО. Цель работы – обоснование и разработка инновационного проекта перехода с фокусом на отечественные программные решения. В ходе выполнения работы применялись методы стратегического анализа (PESTEL, SWOT), логико-структурный подход, а также методы сравнительного анализа на основе квалиметрии и нечеткой логики. В результате работы был разработан пошаговый алгоритм перехода на новое программное обеспечение, проведен сравнительный анализ трех российских решений, разработаны структура проектной команды, график реализации, таблица оценки рисков и механизм контроля результатов. Выводы работы подтверждают обоснованность и реализуемость предложенного проекта, его соответствие стратегическим целям предприятия и актуальности государственной политики в сфере импортозамещения. |
