Рекрутирование политической, в частности, парламентской элиты является одной из основных функций политических партий, от успешной реализации которой зависит возможность партии прийти к власти. В Великобритании Вестминстерская система управления государством способствовала превращению партий в важнейший институт рекрутирования политической элиты. Цель исследования – изучить процедуры отбора парламентских кандидатов и кандидатов на пост лидера партии, дать оценку демократичности и транспарентности селекции, определить, какими характеристиками, как правило, обладают фавориты в избирательных кампаниях. Заключается, что существуют два параллельных процесса, в ходе которых партии, с одной стороны, рекрутируют кандидатов в необходимый кадровый резерв, а, с другой стороны, продвигают нужных кандидатов. При этом партийное рекрутирование в пул политической элиты отличаются открытостью процедуры, в то время как для процесса продвижения кандидатов присущи такие характеристики как патронаж, фаворитизм, наличие у кандидата существенного социального капитала. Recruiting the political, in particular, parliamentary elite is one of the main functions of political parties, on the successful implementation of which the party's ability to come to power depends. In Britain, the Westminster system of government has contributed to the transformation of parties into the most important institution of recruitment of political elite. The aim of the study is to examine the procedures of selection of parliamentary candidates and party leadership candidates, to assess the democracy and transparency of the selection, to determine what characteristics front-runners in election campaigns tend to have. It is concluded that there are two parallel processes in which parties, on the one hand, recruit candidates for the necessary elite pool and, on the other hand, promote the «right» candidates. At the same time, party recruitment into the pool of the political elite is characterized by an open procedure, while the process of candidate promotion is characterized by such characteristics as patronage, favoritism, the presence of significant social capital of the candidate. |
