| Description: | The article analyzes the epidemiological situation in the Republic of Korea in 2020—March 2022 and available healthcare system resources. Along with assessing the number of cases and deaths from COVID-19, it focuses on the number of hospitalizations vs number of beds, equipment, and staff. The current situation despite active vaccination is deteriorating dramatically. The growth of new and especially critical cases was compared with the available resources and new government measures to surplus them. The results showed that the Republic of Korea will avoid the crises in its healthcare system. After two years of the pandemic, data on excess mortality rate is accessible, which makes it possible to assess more objectively the effectiveness of healthcare systems. The comparative analysis was carried out with the indicators of Japan, as a neighbor-country with the same high economic development and the problem of aging population; the Russian Federation, to assess the potential for implementing South Korean experience in the conditions of our country; and Italy as a European country, but with the same problem of aging population. The excess mortality indicator allows us to assess both the severity of the burden of the pandemic itself, and the effectiveness of healthcare systems that along with COVID treatment have to provide appropriate care for other patients. The article concludes that the South Korean healthcare system proved to be effective and makes a forecast that it will be able to avoid collapse. The relevance of the topic depends on the usefulness of the experience of the ROK for Russia and other countries. In addition, the author made an attempt to assess the policy of the Republic of Korea objectively, avoiding the panic of the media, as well as political manipulations, for which the topic of coronavirus is a fertile ground, especially in the period before the presidential elections. Автор рассматривает эпидемиологическую ситуацию в Республике Корея в 2020—март 2022 г. и имеющиеся ресурсы системы здравоохранения. Наряду с оценкой количества заболевших и смертности от COVID-19, основной акцент сделан на количестве тяжелых случаев и оценке коечного фонда, оборудования и персонала. Рассматривается и текущая ситуация, которая, несмотря на активную вакцинацию, ухудшается. Автор даёт оценку имеющимся ресурсам, принимаемым мерам, даёт прогноз — удастся ли РК избежать коллапса системы здравоохранения и что для этого делается на уровне правительства. После двух лет пандемии появились данные по избыточной смертности населения, что позволяет оценить более объективно эффективность систем здравоохранения. Проведен сравнительный анализ с показателями Японии как соседней страны с таким же высоким уровнем развития экономики и проблемой стареющего населения; РФ — для возможности применения опыта РК в условиях нашей страны; Италии как европейской страны, но с такой же проблемой стареющего населения. Показатель избыточной смертности позволяет оценить как тяжесть бремени самой пандемии, так и работу систем здравоохранения, которые вынуждены были оказывать медицинскую помощь и больным с другими заболеваниями. В заключение автор делает вывод об эффективности системы здравоохранения РК и дает прогноз, что системе здравоохранения РК удастся избежать коллапса. Актуальность темы обусловлена тем, что опыт РК может быть полезен как для России, так и для других стран. Кроме того, автор сделал попытку оценить политику РК объективно, избегая предвзятости СМИ, а также политических манипуляций, для которых тема коронавируса является благоприятной почвой, особенно в период перед президентскими выборами. |
