Процесс переработки отходов в Российской Федерации набирает обороты. Исследуемая сфера деятельности для РФ является достаточно новой и становится наиболее важной, так как развивающиеся мировые модели и принципы стратегии устойчивого развития (далее - СУР) продолжают движение стран к «зеленой экономике», в которой верховенствующим правом обладает «симбиоз» прорывных технологий и инноваций в условиях поддержания баланса между результативностью и затратами ресурсов с учетом мероприятий на экологию, где первый параметр есть прибыль предприятия, а второй -основные производственные фонды и оборотные средства хозяйствующего субъекта экономики, которые можно рассчитать уже сейчас посредством использования нового показателя эколого-экономической эффективности, определяемого как соотношение результата к ресурсам. В первую очередь, подобную практику надо внедрять в такие чувствительные аспекты экономики, как переработка вторичных материальных ресурсов (далее -ВМР) и обращение с отходами с длительным сроком разложения и различными параметрами негативного воздействия на окружающую среду (далее -НВОС), в том числе отработанных деревянных шпал (далее -ОДШ), утративших свои потребительские свойства. The waste recycling process in the Russian Federation is gaining momentum. The investigated field of activity for the Russian Federation is quite new and becomes the most important, since the developing world models and principles of sustainable development strategy (hereinafter referred to as SDS) continue to move countries towards a "green economy", in which a "symbiosis" of breakthrough technologies and innovations in the context of maintaining a balance between performance and resource costs, taking into account environmental measures, where the first parameter is the profit of the enterprise, and the second is the main production assets and working capital of an economic entity, which can be calculated now by using a new indicator of environmental and economic efficiency, defined as the ratio of the result to the resources. First of all, such a practice should be implemented in such sensitive aspects of the economy as the processing of secondary material resources (hereinafter referred to as SMR) and the management of waste with a long decomposition period and various parameters of negative impact on the environment (hereinafter referred to as NWOS), including waste wooden sleepers (hereinafter - ODH), which have lost their consumer properties. |
