В статье анализируется понятие частных военных компаний в контексте их функционирования в рамках военно-политической среды. При помощи аналитического метода и метода системного анализа рассмотрены основные аспекты в развитии институциональной составляющей ЧВК. В качестве важнейших причин подобного процесса обозначены и детализированы такие факторы, как вынесение конфликтов на периферию и распространение прокси-конфликтов, а также общемировой политический тренд на аутсорсинг функций вооружённых сил и их перераспределение между другими акторами. Ключевым выводом в этой связи можно считать не просто фиксацию курса на институционализацию частных военных компаний, но и фактическое превращение их в гибридный инструмент, промежуточное звено между классическими наёмниками и традиционными вооружёнными силами государств. The article analyzes the concept of private military companies in the context of their functioning within the military-political environment. Using the analytical method and the method of system analysis, the main aspects in the development of the institutional component of the PMCs are considered. The most important reasons for such a process are identified and detailed factors such as the removal of conflicts to the periphery and the spread of proxy conflicts, as well as the global political trend towards outsourcing the functions of the armed forces and their redistribution among other actors. The key conclusion in this regard can be considered not just the fixation of the course on the institutionalization of private military companies, but also their actual transformation into a hybrid tool, an intermediate link between classical mercenaries and traditional armed forces of states. |
