В статье представлен краткий обзор зарубежной практики, сложившейся в ходе изменений механизмов управления в спорте, а также сделана попытка расширить существующую классификацию физкультурно-спортивных организаций путем выделения таких видов организаций как монополистические, олигополистические и конкурентные. На основе анализа зарубежной литературы обоснована целесообразность перехода российской национальной модели, тяготеющей к интервенционистскому подходу в понимании роли государства в процессе регулирования и управления отраслью спорта, к смешанной модели с использованием инструментов мета-управления. С целью развития организационно-экономического механизма функционирования некоммерческих организаций в сфере спорта высших достижений предлагается алгоритм внедрения надлежащего управления в России и обосновывается применение социально-психологических методов воздействия в рамках данного механизма. The article provides a brief overview of foreign practice that has developed in the course of changes in management mechanisms in sports, and also an attempt is made to expand the existing classification of sports organizations by highlighting such types of organizations as monopolistic, oligopolistic and competitive. Based on the analysis of foreign literature, the expediency of the transition of the Russian national model, which tends to an interventionist approach in understanding the role of the state in the process of regulation and management of the sports industry, to a mixed model with the use of meta-governance tools has been substantiated. In order to develop the organizational-economic mechanism for the functioning of non-profit organizations in the field of elite sports, an algorithm for implementing good governance in Russia is proposed and the application of socio-psychological methods of influence within the framework of this mechanism is substantiated. |
