Description: В настоящее время в сфере государственного строительства и управления существенной значимостью обладают законодательные и правоприменительные тенденции, связанные с закреплением в Конституции РФ института публичной власти и необходимости его дальнейшего законодательного обеспечения и развития. В статье рассматриваются теоретическая сущность понятия публичной власти, а также последние изменения в федеральном законодательстве, необходимость которых была обусловлена внесёнными в 2020 году конституционными поправками. Через эту призму анализируются дальнейшие перспективы практической реализации внесённых законодательных изменений и последующего взаимодействия между органами публичной власти в системе государственного и местного самоуправления. Introduction. The issues of developing the institution of public authority in Russia have gained particular relevance after amendments to the Constitution of the Russian Federation entered into force in 2020. The amendments for the first time enshrined the institution of public authority in the national legal system. The aim of the study is to determine the essence and significance of the institution of public authority in the context of changes in the local self-government system of Russia. The objectives of the work are to consider the theoretical essence of public authority and major scientific perspectives on it, and to define the role and place of local self-government in the system of public authority. Results. Drawing on prior research into the issue, it should be noted that previously the concept and content of public authority were not embodied in the national legislation; the term ‘public authority' was primarily of scientific and theoretical nature. The unified system of public authority in the constituent entities of the Russian Federation includes both regional bodies of state power and local self-government bodies that perform the following functions of the public administration system: (1) direct management of socially important processes and making decisions on them; (2) fulfillment of socially important functions in the interests of citizens; (3) consolidation of society; (4) ensuring sovereignty and public security. For the model of the unified public authority system being formed in Russia, a partnership model is appropriate, the course for which is set in the current legislation. According to this model, local self-government remains an independent tier of power within the unified system of public authority, but it is also integrated into the general management system of the country. Further development of financial and material support systems for local self-government alongside the expansion of the opportunities for more effective control over its activities are seen as high priority mechanisms of interaction under this model. Conclusion. The current introduction of the institution of public authority to the Constitution, federal legislation and law enforcement practices does not imply limiting the powers of local authorities; instead, it is aimed at strengthening the interaction between various state authorities and bodies of local self-government, as well as making them more accountable.
