В статье рассматривается возможность включения элективных дисциплин социально-гуманитарного профиля в вариативную часть образовательных программ среднего профессионального образования, реализуемых образовательными организациями Москвы. Авторами статьи проведен анализ нормативно-правового сопровождения и методического обеспечения проектирования и реализации данного образовательного цикла, в ходе которого были выявлен ряд проблем, препятствующих модернизационным процессам в сфере профессионального образования. Обосновывая необходимость расширения содержания социально-гуманитарной предметной области в образовательных программах среднего профессионального образования, раскрываются основные положения государственной образовательной и молодежной политики в части выполнения мероприятий по созданию условий для развития у обучающихся гражданской и культурной идентичности, навыков межкультурной и межнациональной коммуникации в условиях современного мира. В этой связи делается акцент на целях и задачах, поставленных государством и обществом перед системой образования, выполнение которых возможно в случае пересмотра традиционных управленческих, организационных и методических подходов к осуществлению образовательной деятельности. В основу концепции модернизации среднего профессионального образования за счет включения элективных дисциплин положен опыт реализации общеуниверситетских элективных модулей в формате Liberal Arts, практикуемом на программах бакалавриата в Московском городском педагогическом университете. В статье представлены основные положения концепции, принципы и подходы, применение которых позволит улучшить качество гуманитарной подготовки обучающихся, повысить мобильность содержания среднего профессионального образования к изменениям социокультурной среды, обеспечить преемственность с высшим образованием уровня бакалавриат. The article considers the possibility of including elective disciplines of the socio-humanitarian profile in the variable part of the educational programs of secondary vocational education implemented by educational organizations of the city of Moscow. The authors of the article analyzed the regulatory support and methodological support for the design and implementation of this educational cycle, during which a number of problems were identified that hinder the modernization processes in the field of vocational education. Justifying the need to expand the content of the socio-humanitarian subject area in the educational programs of secondary vocational education, the main provisions of the state educational and youth policy in terms of implementing measures to create conditions for the development of students’ civil and cultural identity, skills of intercultural and interethnic communication in the modern world are revealed. In this regard, the emphasis is placed on the goals and objectives set by the state and society for the education system, the implementation of which is possible in the case of a revision of traditional managerial, organizational and methodological approaches to the implementation of educational activities. The concept of modernization of secondary vocational education through the inclusion of elective disciplines is based on the experience of implementing university-wide elective modules in the Liberal Arts format, practiced in bachelor’s degree programs at the State Autonomous Educational Institution of Higher Education in Moscow “Moscow City Pedagogical University”. The article presents the main provisions of the concept, principles and approaches, the application of which will improve the quality of humanitarian training of students, increase the mobility of the content of secondary vocational education to changes in the socio-cultural environment, ensure continuity with higher education at the bachelor’s level. |
