Статья затрагивает вопросы межбюджетных отношений в Российской Федерации. Рассмотрено развитие бюджетных отношений в России, начиная с 1990-х годов и заканчивая современным состоянием бюджетной системы, влияние мягких и жестких бюджетных ограничений на экономический рост субъектов РФ. Выявлено, что мягкие бюджетные ограничения не стимулируют субъекты РФ к тому, чтобы развивать местную экономику. Жесткие бюджетные ограничения правительство РФ начинает вводить с 2000-х годов. Предполагалось, что жесткие бюджетные ограничения поспособствуют тому, что регионы будут наращивать региональный бюджет, используя имеющиеся у них ресурсы и потенциал, а не ожидать финансовой помощи со стороны федерального бюджета. В статье проанализирован опыт зарубежных стран в области бюджетных отношений. The article touches upon the issues of inter-budgetary relations in the Russian Federation. The development of budgetary relations in Russia, starting from the 1990s and ending with the current state of the budget system, is considered. The article examines the impact of soft and hard budget restrictions on the economic growth of the subjects of the Russian Federation. It is revealed that soft budget restrictions do not stimulate the subjects of the Russian Federation to develop the local economy. The Government of the Russian Federation has been introducing strict budget restrictions since the 2000s. It was assumed that strict budget restrictions would contribute to the fact that the regions, instead of waiting for financial assistance from the federal budget, would increase the regional budget using the resources and potential available to it. The article analyzes the experience of foreign countries in the field of budgetary relations. |
