Публикация посвящена систематизации характеристик топливно-энергетического комплекса России (ТЭК) как ведущей ресурсоснабжающей отрасли российской экономики. Показана системообразующая роль ТЭК, описаны ключевые функции топливно-энергетического комплекса применительно к содействию и стимулированию социально-экономического развития в современной России. Описаны аспекты отражения ресурсной роли ТЭК в национальной энергетической политике России. Отмечается, что ресурсоснабжающая функция компаний ТЭК в значительной степени трансформируется в условиях низкоуглеродного перехода. В связи с необходимостью развития альтернативной энергетики в новых условиях, а также наращивания товарного портфеля «зеленых» энергоносителей, проанализировано состояние и динамики отрасли солнечной энергетики России — одной из наиболее перспективных отраслей альтернативной энергетики в современных российских условиях. Констатируется недостаточная развитость сектора, наличие проблем и возможностей для развития альтернативной энергетики в целях перспективного укрепления ТЭК как ключевой энергоснабжающей отрасли в мейнстриме низкоуглеродного перехода. Предложены практические рекомендации по развитию возобновляемой энергетики в России. The The publication is devoted to the systematization of the characteristics of the fuel and energy complex of Russia (FEC) as the leading resource-supplying industry of the Russian economy. The system-forming role of the fuel and energy complex is shown, the key functions of the fuel and energy complex are described in relation to the promotion and stimulation of socio-economic development in modern Russia. Aspects of reflection of the resource role of the fuel and energy complex in the national energy policy of Russia are described. It is noted that the resource-supplying function of fuel and energy companies is largely transformed in the context of a low-carbon transition. In connection with the need to develop alternative energy in new conditions, as well as to increase the product portfolio of "green" energy carriers, the state and dynamics of the solar energy industry in Russia, one of the most promising alternative energy industries in modern Russian conditions, has been analyzed. The underdevelopment of the sector, the presence of problems and opportunities for the development of alternative energy in order to prospectively strengthen the fuel and energy complex as a key energy supply industry in the mainstream of the low-carbon transition are stated. Practical recommendations for the development of renewable energy in Russia are offered. |
