В статье исследуются практические аспекты управления бюджетом региона. Выделены основные этапы, особенности составления проекта регионального бюджета и этапы бюджетного процесса. Авторами определены региональные особенности управления бюджетом, дается оценка качества управления устойчивостью и сбалансированностью бюджета Самарской области на основе расчета коэффициентов оценки устойчивости бюджета и эффективности региональной бюджетной политики. Выявленные в ходе анализа проблемы, позволили вскрыть ключевые угрозы и определить направления совершенствования подходов к повышению качества управления бюджетом на региональном уровне. The article examines the practical aspects of regional budget management. The main stages, features of drafting a regional budget and stages of the budget process are highlighted. The authors identified regional features of budget management and assessed the quality of management of the sustainability and balance of the budget of the Samara region based on the calculation of coefficients for assessing budget sustainability and the effectiveness of regional budget policy. The problems identified during the analysis made it possible to reveal key threats and identify areas for improving approaches to improving the quality of budget management at the regional level. |
