As the global economy and China's development have entered deep waters where risks and opportunities coexist, exploring the driving mechanisms behind the construction of resilient cities is particularly critical for coordinating development and security and for achieving Chinese-style modernization. This paper constructs a logical framework of "technology empowerment→structural transformation→resilience enhancement" from the dual perspectives of industrial structure upgrading and diversification, and empirically tests it using panel data from Chinese cities. The findings reveal that artificial intelligence(AI)can effectively enhance urban economic resilience. Mechanism analysis shows that the urban resilience effect of AI is primarily achieved by promoting both the upgrading and diversification of industrial structures, with the effect of industrial diversification being significantly greater than that of industrial structure upgrading. This implies that in the era of AI, the key to enhancing urban resilience is not about making an either-or choice between industrial specialization and diversification, but rather about forming a structurally complementary pattern characterized by "upgrading as the leader and diversification as the foundation". Heterogeneity analysis indicates that the impact of AI on economic resilience is more pronounced in cities with higher administrative levels and better business environments. Extended analysis finds that the urban resilience effect of AI also promotes collaborative innovation within urban agglomerations. This paper reveals the critical role of AI in the process of building resilient cities, providing important policy insights for accelerating the empowerment of urban governance by AI technology and reshaping the pattern of urban development in the era of AI. 全球经济与中国发展已驶入风险与机遇并存的深水区, 如何促进韧性城市建设, 对统筹发展与安全、实现中国式现代化尤为关键。本文从产业结构高级化与多样化双重视角, 构建 "技术赋能→结构转型→韧性提升" 的逻辑框架, 并基于中国城市面板数据进行实证检验。研究发现: 人工智能可有效提升城市经济韧性。机制分析表明, 人工智能的城市韧性效应主要通过促进产业结构高级化和多样化实现, 且产业结构多样化的作用明显大于产业结构高级化, 这意味着在人工智能时代, 城市韧性提升的关键并非在产业专业化与多样化间做非此即彼的选择, 而在于形成 "高级化引领、多样化筑基" 的结构性互补格局。异质性分析表明, 在高行政能级、营商环境优良的城市, 人工智能对经济韧性的影响更显著。拓展性分析发现, 人工智能的城市韧性效应促进了城市群协同创新。本文揭示人工智能在韧性城市建设中的关键作用, 为加快人工智能技术赋能城市治理、重塑人工智能时代城市发展格局提供重要的政策启示。 [ABSTRACT FROM AUTHOR] |
