Περίληψη: ABSTRACT Existing empirical insights into fiscal architecture and G7 emissions are confined to decentralized‐OECD studies that neither test whether centralization conditions the climate effectiveness of human capital or renewable energy finance, nor account for effects varying across the emissions distribution. This study fills this gap by focusing on a G7 panel, 1990–2020. Three panel specifications are estimated using Method of Moments Quantile Regression, with dynamic‐GMM and bootstrap quantile regression as robustness checks. Economic growth and natural resource rents amplify emissions; technological progress, fiscal centralization, and renewable energy finance mitigate them; human capital shifts from emissions‐reducing to emissions‐amplifying at higher quantiles. Fiscal centralization strengthens human capital's and renewable energy finance's emissions‐reducing effects, though the latter remains modest. This study integrates a centralization index, interaction effects, and quantile regression to show that fiscal architecture conditions the climate effectiveness of human capital and renewable energy finance in the G7. These findings are further mapped onto SDG 7 (Affordable and Clean Energy), SDG 9 (Industry, Innovation and Infrastructure), SDG 13 (Climate Action), and SDG 16 (Peace, Justice and Strong Institutions).
