Engineering Design requires designers to anticipate the societal and environmental consequences of emerging concepts before they can be observed. Yet cognitive support for constructing impact hypotheses remains limited. This paper introduces Impact Guessers as a class of cognitive design artefacts and develops a prescriptive, technology-independent Design Theory for augmenting impact reasoning under uncertainty. The theory specifies constructs, Design Principles, Core Functions and expected Cognitive Effects. It consolidates research that developed complementary expert- and evidence-based representations and integrated them into AutoVision, a platform for anticipating the long-term impacts of autonomous vehicle concepts. Reinterpreted as the first Impact Guessing Platform, AutoVision orchestrates two Elementary Impact Guessers drawing respectively on expert knowledge and scientific evidence. A within-subject experiment with twenty-eight participants examined four predicted Cognitive Effects through interaction with the expert-based RUI Elementary Impact Guesser. The clearest changes concerned the range of impacts identified and the formulation of warnings; changes in usage rejection and rejection justification were smaller and more heterogeneous. An industrial evaluation with experienced automotive designers additionally demonstrates the complete platform’s practical relevance. The resulting Design Theory establishes anticipation of long-term consequences as an explicit design reasoning activity and provides a foundation for developing cognitive artefacts that support it.
