Existing literature acknowledges the significance of sub-regional spatial planning. Nevertheless, its operationalization remains understudied, particularly within administrative frameworks characterized by the absence of a subnational level other than local, as is the case of Portugal. Furthermore, the lack of assessment of explicit policies at this level, both in territorial development and spatial planning, indicates a research gap, especially regarding the multiscalar nature of contemporary planning. This study analyses how planning policies are operationalized at the subregional level in the North of Portugal. The methodology included document analysis (n = 17) and semi-structured interviews (n = 16) to characterize these dynamics and assess the exercise of planning competence at this scale, with results revealing diverse administrative realities, within a broader context of Europeanisation and decentralization of subregional policies.
