description The role of the European Commission is to release directives that have as core principles the transparency, the equal treatment, the open competition and the sound procedural management. These directives are designed to achieve a procurement market that is competitive open and well-regulated and this is essential for putting public funds to good use (ec.europa.eu, n.d.). In order to assess the performance of procurement policies better, to optimize the interaction between public procurement system and to shape future strategic decisions there should be data that are improved and accessible on public procurement. The thesis investigates the issue of competition in the procurement process. Data from Contract Award Notices of the European Union for the period 2016-2018, which report on the main activities, the type of procedure, the type of the award criteria, the EU funds and the number of offers of large companies and Small and Medium-sized enterprises (SMEs) are analysed to address relevant research questions. Domestic and cross-border awards of calls for procurement from EU and non-EU countries are also analysed. The analysis showed that nearly 90% of all calls for procurement are open and negotiated calls and that one in two calls for procurement are selected by the lowest price criterion. Considering the number of offers, only 22% are between 4-9 offers, 23,8% are between 2 and 3 offers and in SMEs less than 2% are between 4-20 offers. Germany, France, Poland and Spain represent 50% of all calls for procurement in the EU28 while the highest value of awards is in Spain, Italy, UK and Poland. It is concluded with respect to the Directive 2014/23 between 2016 to 2018 some of the strategies have been followed but in terms of cross-border assignments, award criteria for the best usage of public money and the penetration of SMEs in the EU market there are still some steps that have to be done.
